HOW IS THE HILLS OF WHITESTONE HOA ORGANIZED/MANAGED?
The Hills of Whitestone Homeowners Association is a non-profit organization. The basic purpose of the Association is to govern
our community in accordance with the governing documents. The Association is governed by a Board of Directors, elected by the
members of the Association. The Board of Directors of the Association has the power and duty to administer the affairs of the
Association in accordance with the governing documents. The Board is also responsible for the ongoing operation and
maintenance of Hills of Whitestone.

IS MEMBERSHIP IN THE ASSOCIATION OPTIONAL?
No. Any person who becomes an Owner in the Hills of Whitestone subdivision is automatically a Member of the Association.
Membership is mandatory. It ceases when the person ceases to own property in the Hills of Whitestone. Every Member is
subject to the requirements of the governing documents.

DOES THE ASSOCIATION HAVE AN ANNUAL FEE/ASSESSMENT?
Yes. Every owner is required to pay a yearly assessment imposed by the Association. These funds are used for the Common
Expenses of the Association. These expenses are incurred in the administration, management, maintenance, and operation
of the Hills of Whitestone. The Board of Directors will make every reasonable effort to provide you with a statement at least 60
days in advance of the assessment due date. However, failure to receive a bill does not exempt you from paying your
assessments. Failure to pay assessments may result in a lien on the delinquent property and legal action to collect the past
due amounts. While the Association prefers not to take these actions, they are required under the terms of the Declaration.

DOES THE ASSOCIATION HAVE MEETINGS?
We are currently making every attempt to hold quarterly Association meetings to address any issues brought to us by the
membership.

DOES THE ASSOCIATION HAVE A SET OF RULES/REGULATIONS?
Yes. You should have received a copy of the association bylaws when you closed on your house. If you did not, you can
download a copy from the home page using Adobe Reader.

HOW DOES THE ASSOCIATION ENFORCE THE RULES/REGULATIONS?
We make every effort to treat everyone as fairly and reasonably as we can. We adhere strictly to the procedures and protocols of
the bylaws currently in effect.

I BELIEVE A VIOLATION OF THE RULES/REGULATIONS IS TAKING PLACE, WHAT DO I DO?
It is very likely that the violation has been reported to the Board of Directors already and a letter has been written to the owner in
an effort to correct it. But, if you notice any violation, please don't hesitate to contact the Board of Directors. You can e-mail us at

I'M INTERESTED IN MAKING A MODIFICATION/ADDITION TO MY PROPERTY, WHAT ARE THE PROCEDURES?
Although there is not a specific covenant or rule that addresses repainting your house or trim, it is advisable that the approval of
the Association be obtained if the current color is to be changed. The reason for this is to avoid any possible "annoyance to the
neighborhood" which might occur. For instance, if someone painted a "rainbow" on their house, an "annoyance to the
neighborhood" is covered by one of the covenants or rules. All other modifications or improvements done to your home or lot
must be approved by the Association in writing.


WHAT IS GOING ON WITH THE PROPERTY ALONG HIGHWAY 2871?
The latest update that the Board has received on the the property currently owned by TRWD (Tarrant Regional  Water District) is
the following. The contactor is currently on track to turn over the job site to TRWD February or March of 2008. Grass have been
planted on the site and the contractor is responsible for establishing a stand of grass. We recently requested that they clean up
the area and they agreed. They have removed the EPA fence and are in the process of preparing the land to be mowed.  The
district has no plans at this time to establish a noise barrier, however, there are plans for a pipe fence with posts and a top rail
with cables to prevent motorized traffic. The cable fence will be installed by district personnel in 2008 after the contractor is
complete. The district will keep the Pipeline right of way mowed. The district is open to the HOA planting screening plants along
the fence once it is installed.  

WHAT HAPPENED TO THE SUB FIRE STATION SIGN?
As many of you may have noticed, the sign announcing the addition of a sub fire station has been removed. This is the
information we have received from Ed Gallagher (City Planner) regarding this disappearance. The sign was removed so as to
not create the impression that the sub fire station would begin construction in near term. The sub fire station will require bond
action to finance. Benbrook does own the land but the action to create the sub fire station will be deferred for some years to
come. Benbrook is excising a theme of no additional property tax increase so equipping and operating the fire station is not
possible at this time.  

WHAT ABOUT WAL-MART AND HOME DEPOT?
Home Depot will officially become owners of the site property during April-May 2008 and will likely begin construction during
February 2009. Wal-Mart is targeting to take ownership of the site property during the February - March 2009 time frame and
begin construction shortly thereafter. The building construction for a super Wal-Mart is typically reported to be a 12 month
process. As progress continues, Benbrook will very likely begin to communicate that progress in newsletters and the city's
website.

WHAT IS THE STATUS ON THE GAS DRILLING? Update of as 3/15/08
Information relayed as told by Paul, a wonderful neighbor who keeps in touch with Chesapeake for our communities!!
Thanks Paul for all your work.

Chesapeake Exploration initiated drilling of their second gas well on 6 March 2008 using some of the newer technology drilling
equipment. The new drilling equipment is a “carousel” which is a more automated drilling system requiring less direct hands-
on personnel to support the gas drilling process. If all goes well, the second well (Winchester 1H) should be completed in 20-
30 days. Following completion of the second well, Chesapeake will soon begin the “fracing” process for both wells. Following
the fracing process is the production process.
Additionally, Chesapeake may be considering to drill additional gas wells on the Wilmott property. I will continue to monitor and
hope that Chesapeake and the City of Benbrook will keep us updated if additional wells are being considered for this area near
our homes.
In combination, the two gas wells “Benbrook 1H and Winchester 1H” will eventually access some “428+” pooled acres as
described in the attached illustration.
As a general summary, these two wells will access minerals in the following areas:
-          The Wilmott Commercially Zone Property – Approximately 20 acres
-          Whitestone Ranch Phases 1, 2, and 3 – Approximately 86 acres
-          The Hills of Whitestone Phases 1 and 2 – Approximately 48 acres
-          Winchester Estates – Approximately 58 acres
-          A portion of Steve Hawkins property – Approximately 5 acres
-          The Whitestone Golf Course – City of Benbrook – Approximately 210 acres
-          A TXU Utility Easement area – Approximately 1 acre

Later this year, I would like to invite Chesapeake to present an overview of gas drilling progress and accomplishments to the
homeowner’s of interest in Whitestone Ranch, Hills of Whitestone and Winchester Estates.

During the meantime, I will continue to monitor the gas drilling activities and continue contact with Chesapeake, the City of
